THE Coalition’s plan to build a $130 million road bypass of Kilmore and Wallan is severely under-costed and nothing more than an attempt to buy votes in this year’s State election, says Member for Seymour Ben Hardman.
Mr Hardman’s comments came after Liberal Party leader Ted Baillieu visited Wallan last Tuesday, where he promised to build a bypass of both towns by 2017 if the Coalition wins the November 27 election.
“Heavy trucks going through Wallan, heavy trucks going though Kilmore is simply not acceptable,” Mr Baillieu said, speaking out the front of the Wallan War Memorial.
“Only an external and complete Wallan-Kilmore bypass is actually going to address the problem long term, and give these communities the confidence to grow safely ... ” he said.
Under the plan, construction of the bypass would begin by 2014.
It would be constructed from the Hume Freeway and stretch across to the Northern Highway north of Kilmore.
But Mr Baillieu’s bypass plan fails to address major connectivity issues within the towns, Mr Hardman said.
"The Coalition's pledge does not address any of Kilmore's interconnectivity problems and does not, for example, mention traffic lights for the intersection of Union and Sydney Streets, which the State Government plan does address and for which funding has been offered.”
Mr Hardman said while he continues to support a Wallan Kilmore bypass “there are a range of other traffic problems that will only worsen, particularly in Kilmore, that need to be addressed.”
He also questioned the costing for the project, saying the data that the Opposition is using to calculate the cost of the bypass is three years out of date.
"Now they have a plan based on one of the routes studied by VicRoads in 2007 and a costings pledge also based on 2007 figures.
“People will draw their own conclusions about the accuracy of the costing based on out-of-date figures which are now estimated to be short up to $100 million.”
Mr Hardman said he questioned whether the project would even go ahead.
“This week alone, the Opposition has made $4 billion of promises trying to buy votes around the state including more than $2 billion worth of uncosted tax cuts for home buyers, $5 million for Mildura Hospital, $630 million for the Bendigo Hospital and the Wallan-Kilmore bypass.
"Without also having released a full roads policy, we can only guess where this project sits on their priority list and what they will do if their costing really is so badly short of what is needed."
Member for northern region Donna Petrovich defended the Coalition’s proposal, saying the community had made it quite clear that they wanted a bypass of the towns.
“Planning for this area has been badly handled by Mr Hardman and by the Premier,” she said.
“The community have told us they do not want a link road, they want a bypass, the coalition will deliver that.”
Mrs Petrovich also confirmed that the Coalition is using VicRoads’ figures for costing.
“Our figures are based on VicRoads’ figures (and) if Mr Hardman or Mr Brumby has a problem with their own department’s figures then they should be addressing that now,” Mrs Petrovich said.
The National’s candidate for Seymour, Anthony Rolando, echoed Mrs Petrovich.
“Many local residents have long been campaigning for a better solution than the Brumby Government’s proposed road link scheme, and demanding a higher level of road safety,” he said.
“The Coalition plan is an important step forward to achieving this goal.
“In addition, I will fight to ensure that other necessary road and footpath works for both Wallan and Kilmore will be done. The Nationals in coalition are committed to the safety of all residents, as well as improving traffic movement in these areas.
“A Coalition State Government will ensure that Mitchell has the infrastructure required to take its growth strategy to the next level,” Mr Rolando said.
