ALLEGATIONS of bullying, abuse and a repeated failure to declare conflicts of interest have landed two Mitchell Shire councillors in hot water, a council insider has revealed.
Councillors Robert Parker and Ross Lee will face a conduct hearing at the shire’s Broadford chamber, believed to be scheduled for next week.
The insider, who asked not to be named, said a group of councillors had called on the Municipal Association of Victoria (MAV) to appoint a panel to investigate up to 10 claims of misconduct.
Among the allegations are claims both councillors failed to declare conflicts of interest when making planning decisions.
“Lee has a shop on Mill Street, and when the council were asked to vote on the Mill Street development he didn’t leave,” the insider claimed.
The insider also claimed that police had to be called when Cr Parker and Cr Lee refused to hand in their council-owned laptops for routine upgrades late last year.
“They both just refused to do it.
“Cr Lee said he would get his own computer people to do that but the CEO (David Keenan) said no to that.”
The investigation will also look at allegations Cr Lee used his council email to leak confidential council documents to members of the Wallan-Kilmore Bypass Group, the insider said.
A spokesperson for the MAV said that the authority organises the panel, which operates independently.
“It’s independent from the MAV so we cannot comment,” she said.
Cr Lee confirmed that he was the subject of the councillor conduct panel, but was reluctant to comment.
“I’m not worried by it,” he said.
When asked about the allegations of bullying and abuse of other councillors and council employees, Cr Lee said he could not comment.
“I’ve had advice on that and I cannot comment on that at this stage,” Cr Lee said.
He confirmed that he no longer used his council laptop but said that decision had been made by him.
“I haven’t (used the laptop) probably since January,” Cr Lee said.
Cr Lee said he had also asked Mr Keenan to have his council email account shut down because he could not have private and confidential conversations with his constituents.
“He (David Keenan) won’t do it.
“I wasn’t aware that staff could have access at any time to councillor emails,” he said.
Mayor Graeme Coppell also remained tight-lipped, refusing to name the councillors who were being investigated.
“I can confirm that as published in the minutes of the December (2010) council meeting under the assembly of councillors, a councillor conduct panel has been convened,” he said.
“I’m unwilling to make any further comment.”
Mitchell Shire Council CEO David Keenan would not confirm if any councillors were the subject of a conduct panel.
Both councillors face suspension from their duties if found guilty of misconduct.
The hearing is expected to take three days.
The Review attempted to contact Cr Parker for comment but he did not return our calls before the time of going to print.
