THE nine per cent rate hike across Mitchell Shire will hit ratepayers hard in the hip pocket, but Joseph Camilleri is taking a stand.
The Kilmore resident is protesting the rate increase by refusing to pay.
Mr Camilleri was one of two objectors to the rate rise who fronted at the council chambers to plead their case before the budget was passed in July.
“I think people should take a stand,” he said.
“The councillors and the CEO dictate on how rates should be.
“If they have gone up by nine per cent this year it makes you wonder what they will be like the year after.”
The shock figure is a big jump from rate rises in previous years and is due to the anticipation of a growing population and much-needed infrastructure.
The Kilmore Leisure Centre roof and upgrade works, provision for the Wandong Sports Stadium, Kings Park at Seymour car parking, design and construction and lighting for Green Hill Reserve at Wallan are all key recreation infrastructure projects that will be implemented with the 2011-2012 council budget.
Funds have also been put aside to support strategic planning and long term financial planning.
Another focus is on asset management and gaining a better understanding of the conditions of the shire’s roads, footpaths, recreation and storm water assets.
Mr Camilleri agreed that the shire was in need of infrastructure but was concerned that rates will continue to rise unless residents speak up.
“I want to get people thinking. I think other people should take a stand too,” he said.
“I encourage people to get in touch with their councillors about the rate rise if they don’t agree with it. If they don’t, there could be a bigger increase next year.”
Mitchell Shire’s revenue co-ordinator Allan Wise wrote to Mr Camilleri about his rate payment boycott.
“I note you wish to protest the rate increase by not paying your rates however I would encourage you not to adopt this approach as it may result in additional costs over and above the amount of rates payable,” he said.
“In this regard, interest is charged on overdue amounts and if two instalment payments are missed, the matter can be referred to our debt collection agency.”
If Mr Camilleri doesn’t pay his rates he will be fined an extra 10 per cent on top of his rate payment.
Despite council’s warning he plans to stand his ground.
“It doesn’t matter,” he said, “as long as I take a stand, because I think people should stand up for what they believe in.”
