BEVERIDGE Scoria has been given the green light to begin using the quarry on Minton Street as a landfill site ... and local residents are not 
happy with the decision.
At last month’s Council meeting it was unanimously passed that the land could be used for the "purpose of material recycling (processing of brick and concrete) and refuse disposal (landfill of shale and earth)" for a period of six years.
While residents agree that the quarry needs to be filled, they feel that the roads in Beveridge are in no condition to have up to 30 trucks travelling on them each day, six days a week.
"We know it will go ahead but the standard of the roads and the intersections makes it very dangerous," said Beveridge resident Darren McCarthy.
"The road [Minton Street] already has signage to say there are traffic hazards … the seal is too dangerous and it’s 100 kilometres per hour. We feel the roads should have been upgraded first."
Tony Farrell, another Beveridge resident, has also lodged objections to the application, raising the road conditions as a major issue.
"Our concern about this is Minton Street is only a single lane road that needs to be made wider to match the Whittlesea side of the railway line to make it suitable for trucks to use," Mr Farrell said.
"The road as it currently stands is a major accident waiting to happen.
"There are two blind rises on Minton Street between the railway line and the applicant’s site, and the intersection of Minton Street and the Old Hume Highway has a narrow cutting there the trucks can’t make the left hand turn.
"They need to cross to the right side of the road to be able to turn. This intersection needs to be made wider to accommodate the trucks and give improved visibility."
Acting CEO Peter Halton said that Council has an upgrade program that includes narrow seals widening work and Minton Street is of a high priority in this category, subject to funding.
"The works would be subject to Council approving funds in a future budget … Council will, however, undertake traffic counts once the facility is in operation and review our priorities based on this information."
There is a clause in the permit that states "the owner/developer must reinstate any damaged infrastructure from truck movements along the route as required by Council." This includes roads.
Residents are also concerned that there is no guarantee that trucks will use the designated route, and they believe trucks could use an easier route rather than the Old Hume Highway and Minton Street.
"We think trucks will come via Lithgow and Stewart Streets because it’s easier," Mr McCarthy said.
While Council can’t stop the use of other roads that are not defined in the permit as the designated route without the introduction of load limits, the applicant has advised Council officers that they will be policing it.
They will keep watch for drivers not complying and community members can also report drivers taking alternative routes.
"The operator/applicant has advised that if a truck is seen and registration is provided to him he will advise the driver of the breach in not using the identified haul route and will issue a warning not to continue using these roads.
"If the driver continues to use these roads he will be advised that the driver is no longer allowed to access the quarry/landfill site," Mr Halton said.
