A HEARTFELT plea is being made to shoppers this season to consider people living with disabilities who struggle to access shops and facilities because of the abuse of their parking spaces.
Complaints have been made across the City of Whittlesea, from Mill Park to the Whittlesea township.
Hilary Harris, who lives in the Whittlesea township, sees the abuse of parking spaces for people with disabilities as a constant problem.
She is part of the Whittlesea Disability Network and a member of a working group on disabled parking.
She has chronic arthritis, a degenerative disease of the lower spine and four artificial joints.
"There is no time of the day that I don’t feel pain. I am often housebound and I don’t go out of the house for days and weeks depending on my condition," she said.
She uses assistance devices to get in and out of her car and crutches or walking sticks, and whether she can visit the shops or not depends on if she can find a suitable parking space.
"We have great people in our service shops who assist me and others like me from the shops to our cars," she said.
However, her ability to access shops across the municipality is hindered by people who wrongly park in spaces provided for people with disability.
"They might try to justify it because they are only going to be a minute but they don’t realise someone like me might be round the corner and I can’t shop unless that space is clear.
"I have gone out to go shopping and I haven’t been able to due to inconsiderate individuals," she said.
Sometimes, even if she did not intend to, she takes the opportunity to shop when she sees a vacant space in the main street.
Hilary added that she hoped people might change their behaviour through continuing education and awareness.
Council is undertaking a number of actions to try to improve the situation regarding parking spaces for people with disabilities in the community.
This includes working with the State Government on a review of the Statewide Disabled Parking Permit Scheme.
Council is also working with local shopping centres, including Epping Plaza, on the enforcement of designated accessible parking bays.
The Disabled Persons’ Parking Scheme for Whittlesea is also facilitated through Council and is designed to provide parking concessions to people with disability to assist with access to facilities and services.
