THE application to have 40 pokie machines at the Bridge Inn Hotel in Mernda has been approved by the Victorian Commission for Gambing Regulation (VCGR).
Whittlesea Mayor Cr Mary Lalios said that while Council was not happy with the decision, it would mean a reduction of 20 pokies from the capped area of the municipality.
"The approval for 40 machines is on the condition that 20 of them must come from (or be relocated from) other venues within the municipality," she explained.
"In doing so, the Commission has recognised that there should be no significant increment to the number of pokies within Whittlesea.
"This decision will therefore only see a net increase of 20 machines in the municipality."
Chairman of the City of Whittlesea Responsible Gaming Forum, Cr Sam Alessi, agreed and revealed details of the case put by Council in opposing the application.
Cr Alessi said Council argued strongly that loss figures show that Whittlesea is a community vulnerable to high electronic gaming machine losses.
The net expenditure for an adult in the City of Whittlesea in the 2007-08 financial year was $885 while the State average was $656.
It must also be taken into account that Whittlesea does not have a particularly high density of machines - 6.3 machines for every 1000 adults, compared to the State average of 6.7.
Cr Alessi said that the machines already generate "significant losses" from the community, and that the increase by 20 machines would result in more losses.
"Projected income from gaming for the first 12 months of operation at the Bridge Inn Hotel was $4.3 - $5.1 million, that’s money that could otherwise be paying off mortgages or supporting local businesses. Imagine if we had that amount of money to invest in the community," he said.
He said the decision is a reminder that the growth areas of our community is where gaming venue operators will be looking to establish new business operations.
In its ruling on the economic effects of vulnerable people, the VCGR also said Mernda was not a disadvantaged area when compared with many other expanding areas of Melbourne and would not get as much from machines as gaming hotels further south.
However, Cr Alessi said that residents in the area suffer significant disadvantage caused by mortgage repayments and the lack of public transport and alternative recreation facilities.
"Localised access to gaming machines is identified as the single most important factor which influences increased gaming losses - this will affect people’s economic situation," he said.
Council will continue to proactively work to minimise the impact of problem gaming in the municipality, he added.
Cr Alessi said that the application also promised significant community contributions ($75,000 a year for 10 years) and Council looks forward to assisting the venue to ensure that this resource is put to the best possible use for the community.
In another application now before the VCGR, 40 electronic gaming machines are being sought for the Laurimar Tavern at Doreen.
Council unanimously resolved at its last meeting to not support the application but make a submission and be represented at the application hearing.
Interestingly, the losses on pokie machines in the City of Whittlesea for the 2008-09 financial year was $94.9 million, an increase of $7.5 million from the previous year ($87.5 million), despite the financial crisis.
This increase means the average adult expenditure this year rose to $914, the fourth highest in Victoria.
