TOWNSHIP Protection Plans, Neighbourhood Safer Places, an online assessment tool and better fuel management are all being developed as Victoria prepares for the next fire season.
John Deering, Operations Manager for CFA Region 14 (which includes Whittlesea), said that Black Saturday had changed the way of thinking about bushfires.
Fifty-two Township Protection Plans are being developed across the state by the CFA, working with local councils and other agencies.
Mr Deering said that although a Plan is not being developed for any local towns, it is intended to develop a plan for the Whittlesea township and Arthurs Creek.
A timeframe for the development of these plans will be announced in due course.
The CFA is also finalising guidelines for Neighbourhood Safer Places (NSPs).
These will be areas designated as a further option for shelter from fires to provide a place of last resort that could increase a person’s chance of survival, but they will still hold some risk, said Mr Deering.
He said the NSP could be a local oval or a well-known landmark.
Once the guidelines are finalised, the CFA will assess potential sites before making recommendations to Council to designate one as a NSP.
The CFA’s Manager Community Safety, David Allen, said that the CFA would also play an advisory role on fuel management, working closely with local councils, the police and any other agencies.
There will be a focus on roadsides and reserves this year, he said.
Mr Allen added that a Fuel Management Facilitator will be appointed to recommend the type of fuel reduction to be carried out, whether it be burning, slashing, ploughing, spraying or bare earth breaking.
The Facilitator would look at factors such as local policies and permits, native vegetation and community suggestions before giving advice.
The CFA is also developing an online household self-assessment tool to advise property owners of how defendable their place is.
This tool, flagged by the State Government, will consider factors such as defendable space, including slopes and vegetation clearances.
CFA spokesperson Kris Perkovic said that the possible end result of the assessment could be people deciding not to stay in the event of a fire.
However, it is only a tool for people to make decisions, he said.
The CFA is also moving its Incident Control Centre (ICC) from the Gisborne Fire Station to the nearby Nexus Centre, a bigger space that can accommodate up to 40 emergency workers from different organisations.
The new ICC will be operational before the start of the next fire season, said Gill Metz, General Manager Region 14.
She added that the CFA has been making additional staff appointments and trying to keep sending the message of bushfire safety to the community through various media campaigns and educational programs.
Starting in October, several local community meetings will also be held around the City of Whittlesea on preparing for fires.
October 11 to 18 has been announced as Bushfire Awareness Week, and a CFA Expo will be held on November 15 in Riddells Creek, to provide more information.
