A DRAFT plan to revive Kilmore’s ailing tourism economy by employing a marketing officer for the town has been submitted to Mitchell Shire Council.The Kilmore Chamber of Commerce submitted the proposal, which, if approved, will see the introduction of a special charge fee for all businesses operating in Kilmore’s zone one business district.
The proposed yearly fee of $250 per business would be used to employ a marketing officer for the town.
Kilmore’s zone one business district spans from the corner of Kilmore-Lancefield Road and Powlett Street to the corner of Sydney and Clarke streets.
Kilmore Chamber of Commerce Chairman, Robert Bradley, said a marketing officer would boost the town’s tourism volumes.
"It’s all a positive thing for Kilmore," Mr Bradley said.
He said the soon-to-begin improvements to Mill Street, as well as a possible plans to beautify Sydney Street, would also help the town’s marketability.
"If Mill Street, the streetscape (beautification) and the marketing officer all happen it’d be a great thing for everyone," he said.
Mr Bradley said that if Mitchell Shire Council passed the proposal, shop owners would receive a period of time in which they could comment on the special charge.
"Everyone will have a certain amount of time to respond," he said.
If the majority of business owners agree to the special charge it will be put in place from July 1 for a period of three years.
Mitchell Shire Council Economic Development Manager, Chris Guthrie, agreed that something needed to be done to bring tourism back to Kilmore.
He said improvements to Sydney Street were essential but depended on funding from the government.
"That whole shopping precinct needs improving from a civic point of view," he said.
"Any work (to Sydney Street) would all depend on funding, though," he said.
Mr Guthrie said the proposed special charge in Kilmore was not set in stone.
"I can’t really pre-empt what will happen because council hasn’t seen it yet," he said.
He said tourism in towns across the Mitchell Shire had been looked at closely over the past few months, with a number of community workshops held to discuss tourism ideas.
Mr Guthrie said feedback from several community workshops on tourism had suggested that towns within the Mitchell Shire would benefit from individual marketing plans.
The current marketing plan for the shire sells the area rather than each town, he said.
"It’s a pretty big area," he said.
"There are a diverse range of towns and attractions across the Mitchell Shire."
The proposed special charge fee is due to be discussed at a council strategy meeting on March 9.
