MITCHELL Shire ratepayers should prepare for a nine per cent general rate increase after information about council’s draft budget was released at its meeting last Tuesday.
The shock figure is a big jump from rate rises in previous years and is due to the anticipation of a growing population.
In comparison, in neighbouring shires, such as Macedon Ranges, rates are expected to increase by 4.1 per cent and Whittlesea Shire rates are expected to rise by 4.98 per cent.
Mitchell Shire Council Mayor Graeme Coppel said the general rate increase supports a host of key infrastructure and service delivery initiatives that strategically prepare the shire for the forthcoming population increases while maintaining services to existing communities.
“This year, council chose to tailor the budget to focus on the aspects of renewal and stability,” Mayor Coppel said.
“By putting our efforts into finalising projects, upgrading existing infrastructure and providing support for ongoing programs, council will be ensuring the long term protection of our assets for prolonged public use and enjoyment.”
The budget suggests that $8.27 million will be spent on capital works.
The Kilmore Leisure Centre roof and upgrade works, provision for the Wandong Sports Stadium, Kings Park at Seymour car parking design and construction and lighting for Green Hill Reserve at Wallan are all key recreation infrastructure projects that will be implemented with the 2011-2012 council budget.
Funds have also been put aside to support strategic planning and long term financial planning.
Another focus is on asset management and gaining a better understanding of the conditions of the shire’s roads, footpaths, recreation and storm water assets.
Mayor Coppel said when the condition reporting is complete, a systematic program of renewal will be carried out and priority works can be identified.
Road maintenance will be reinforced throughout the Mitchell Shire after the extensive damage caused by the weather events between September 2010 and January 2011.
“These projects strengthen and diversify the use of the existing assets by providing upgrades and modifications that allow for the greater demand due to our Shire’s increasing population,” Mayor Coppel said.
“This is a budget that has been prepared in an environment where operational costs are increasing, especially in relation to utilities and fuel.
“This is a budget that has been prepared in an environment where there are still significant unknowns including the carbon tax and unfunded superannuation liability.”
Public meetings
Members of the community are invited to attend a public information meeting to gain an insight in to which projects have been identified in the draft 2011-2012 budget.
Public information meetings will be held at the following locations:
• Seymour – Wednesday, May 25, at Seymour Customer Service Centre at 7pm.
• Wallan – Monday, May 30, at the Wallan Multipurpose Centre at 7pm.
• Kilmore –Wednesday, June 1, at the John Taylor Room, Kilmore Library at 7pm.
• Wandong – Tuesday, June 7, at LB Davern Reserve, Wandong 7pm.
• Broadford – Thursday, June 9, at the Council Chambers at 7pm.
A draft budget is available for public access at the Municipal Offices in Broadford, Seymour Customer Service Centre, Pyalong Community Centre and Mitchell Shire libraries in Kilmore, Seymour and Wallan.

Written submissions to council regarding the budget are due by June 17.
