MURRINDINDI Shire Council has revised its scope of works for tree and vegetation removal following public uproar over the felling of many trees in recent weeks.
Locals distressed by the removal of several beautiful and old trees, including centuries old trees at Number One Creek, staged protests with picket lines at various points around the Kinglake Ranges last week.
Council responded by revising its scope of works and holding a meeting last Friday afternoon, where it discussed the revised scope of works with community members.Kinglake Action Network and Development Organisation (KANDO) Co-President Vicki Ruhr attended the meeting, which she described as the beginning of a consultation process.
Murrindindi Mayor Cr Lyn Gunter was at the meeting, along with representatives from the State Department of Sustainability and Environment (DSE), VicRoads, VEMCO tree contractors, the Goulburn Broken Catchment Authority, a Shire-appointed arborist and an independent arborist.
DSE representative Geoff Lodge chaired the meeting.
The meeting was followed by an onsite walking assessment of trees marked for removal or pruning works at a roadside in Kinglake West.
Mark Leitinger, Manager Murrindindi Construction for Council, said that the meeting had been "very positive".
He added that since all issues had not been covered, a further meeting will be held on Friday, September 4.
Kinglake resident Rev. Chi Kwang was also at the meeting and she said that community members were very happy with it.
"We all agree that this is a way forward," she said.
Last week Council announced that its revised scope of works would see bushfire-affected trees being triple checked by a team of specialists.
According to Council, the measures ensure closer community consultation and communication, as well as an even more rigorous tree appraisal procedure.
It is hoped that the new measures help give residents confidence that work is being undertaken for the right reasons.
Mr Leitinger said that since the fires the objective has been to make the affected areas safe for everyone.
"The task is massive, we have more than 600km of roadsides affected by the bushfires and tree damage has been huge," he said.
"However we recognise the removal of trees is a sensitive issue and have revised procedures to give everyone greater confidence and a better understanding of why the work is being done."
The revised scope of works sees a triple check assessment process involving a team of tree specialists with more than a hundred years of combined experience.
The first check identifies trees that are either unsafe, unlikely to regenerate or pose a danger. These are then clearly marked for removal or pruning.
Details of any recommended remedial work will then be made public, giving anyone who feels that an incorrect assessment has been made five days in which to raise their concerns with Council.
Next, an onsite meeting will be scheduled with community members, in conjunction with Council’s appointed arborist, to inspect the trees and discuss the particular concerns raised.
The first such assessment was held yesterday morning, along the Whittlesea-Kinglake Road in Pheasant Creek, and Rev. Chi Kwang was one of the residents to go along.
She said it went well and that they managed to save two trees, which will be assessed again next year.
Council's Bushfire Reconstruction and Recovery Co-ordinator must then approve the final recommendations.
Only then will work commence, and only after a third and final check is undertaken.
"We believe this is a very open and transparent process allowing everyone to have their concerns heard and considered," said Mr Leitinger.
"Council’s objective is to retain as many trees as possible but we simply cannot overlook the safety issues. We have a duty of care to everyone living in our Shire and death or injury resulting from a bushfire affected tree is the last thing anybody would wish."
