A PROPOSED special charge scheme aimed at boosting Kilmore’s ailing shopping district will not go ahead.
The scheme, which was presented to retailers by the Kilmore Chamber of Commerce in March, was touted as being a possible way to encourage more people to shop in Kilmore.
Under the proposed scheme, business ratepayers trading in Kilmore’s zone one shopping precinct would have been required to pay $250 per year for the employment of a marketing and promotions manager for the area.
But not all retailers were impressed with the idea, with several heated meetings between the Kilmore Chamber of Commerce, Mitchell Shire Council representatives and retailers taking place in March and April.
The three groups later made a decision to undertake a mail-out survey that asked retailers if they would be happy to pay the special charge levy.
An overwhelming 72.06 percent of respondents voted against the charge, forcing Mitchell Shire Council to pull its support for the idea and sending the Chamber of Commerce back to the drawing board.
According to the agenda for tonight’s Mitchell Shire Council meeting, the scheme will not go ahead because more than 50 per cent of ratepayers affected have voted against it.
“Under Local Government act rules, schemes of this nature cannot proceed if greater than 50 per cent per cent of ratepayers liable to pay the special charge are against the proposal,” the document reads.
Kilmore Chamber of Commerce chairman Robert Bradley said the survey result was disappointing.
“I’m disappointed, very much so,” he said.
“It was a good opportunity for Kilmore retail to have a person in there that could co-ordinate events and promotions and liase with the council.”
Mr Bradley now fears that Kilmore’s shopping precinct will lay stagnant and soon become unable to service the growing population.
“If nothing happens Kilmore will certainly stay the way it is now,” he said.
“It will not be able to meet the demands of a growing population.”
He also questioned how willing local business owners were to help improve the town’s central business district.
“Is it a vote that all of the retailers don’t want marketing and promotion of the town?” he asked.
“The question is are businesses now prepared to step up to the mark and join the Chamber of Commerce in trying to improve Kilmore’s retail centre?”
Meanwhile, Kilmore AutoPro owner Matt King said that while he supported the foundation of the special charge scheme, he felt it would not have achieved anything until heavy traffic had been diverted out of Sydney Street.
“I have said to the shire if they get the trucks out of the main street then I’ll be the first to hand over the $250,” he said.
Mr King said a complete bypass of the town or the construction of the controversial link road would need to happen before the special charge scheme would work.
“It’s no good changing a bloody highway – and that’s what it is, it’s the Northern Highway because while all that traffic is still there people are not going to want to stop.
“If they can get the trucks out of the main street, that’ll be the dawn of a new era,” he said.
