THE Wilderness Society has called on the Victorian ombudsman for an independent investigation into the proposed secret export of whole sawlogs from state forests in the Central Highlands region.
An investigation by The Wilderness Society and My Environment revealed tens of thousands of hardwood sawlogs from bushfire affected forests, including the Mount Disappointment State Forest, are secretly being shipped to China against State Government policy.
The Victorian Timber Industry Strategy states that all native forest sawlogs must be processed in Australia, which is reflected in sales contracts between the State Government logging agency VicForests and timber buyers.
“VicForests is responsible for implementing the ban on whole log exports, but it appears they have allowed the system to be rorted,” Wilderness Society’s Victorian campaigns manager Richard Hughes said.
“The State Government should immediately act to protect the Victorian environment and jobs by ordering VicForests to stop supplying logs to the operators of this export racket.”
Member for Seymour Cindy McLeish said VicForests has said it has stopped supplying logs to one exporter after discovering that it wasn’t processing the logs first.
“As part of their contractual obligations, VicForests’ customers are required to meet certain minimum domestic processing requirements,” she said.
“VicForests has temporarily suspended supply to one customer who was not meeting these requirements.”
Mr Hughes said The Wilderness Society found it hard to believe claims that State Government knew nothing of the illegal exports.
“VicForests say they are investigating this breach of the Victorian Timber Industry Strategy and their own sales contracts, but VicForests has a serious conflict of interest in this matter,” he said.
“VicForests pays and directs the trucking contractors who have been delivering the timber to the export yard, so we also find it very hard to believe they didn’t know this was going on.”
Mr Hughes said The Wilderness Society and My Environment witnessed whole timber logs being trucked to Melbourne’s west and loaded into shipping containers.
He said VicForests sold the logs to the exporter for at least $3.5 million.
“They have profited from this venture and if it’s stopped they will miss out on future timber royalties, adding to their current major financial problems,” he said.
Mr Hughes said it was not appropriate to have VicForests leading an investigation as they are not an independent regulator.
“There are grounds to suspect they have either been complicit in the export operation, or negligent in not stopping it earlier,” he said.
“We hope an independent ombudsman’s investigation will uncover the real story.”
Expert scientists have criticised the bushfire salvage logging, saying it threatens the survival of the endangered Leadbeater’s Possum, and is doing more damage to forests that are already struggling to recover from the fires.
Conservationist and My Environment spokesperson Sarah Rees said the logging has been extensive across the Mount Disappointment State Forest with coupes of up to 4km long.
She said the areas of logging were so big they could be seen from Melbourne.
Mr Rees said the logging began just weeks after the 2009 Black Saturday bushfires swept the area.
“When the post-bushfire salvage logging began, the government told Victorians it had to be done to provide work for people in the local communities affected by the fires,” she said.
“Now we discover those communities have been betrayed, and the timber has been shipped overseas with very little benefit coming back to the local area.
“We’ve sold our native forests, and the tiny Leadbeater’s Possum for a handful of silver, nothing more.”
The Wilderness Society has lodged a freedom of information request to establish how much VicForests knew about the log exports.
Representatives from the group have also written to the Premier and VicForests outlining these concerns.
