MITCHELL Shire landholders along the Goulburn River High Country Rail Trail route were left baffled by a funding announcement made by Murrindindi Shire Council last week.
The council announced last Monday that landholders along the Murrindindi section of the rail trail will be offered grants of up to $11 per metre to meet agreed fencing requirements while those along the Mitchell section will receive only $4 per metre.
A Goulburn River High Country Rail Trail spokesperson told The Review that the rollout of funding for fencing was being managed by the three individual shires involved.
The 134-kilometre rail trail will be a shared pathway for cyclist, walkers and horses following the disused rail line from Tallarook through Yea to Mansfield with a link between Cathkin and Alexandra.
Many Mitchell landowners are resigned to the fact that they will have to fund most of their fencing costs but are unhappy that Murrindindi Shire is offer more support than Mitchell Shire.
“I can’t see how that’s acceptable,” one Mitchell landowner said.
“I would have thought that what is good for one shire is good for another.”
Murrindindi Mayor Peter Beales said the council was keeping its promise in regard to fencing despite having the longest section of the rail trail at 78km long.
“Council wants to work closely with landholders to ensure the success of the project through Murrindindi,” he said.
“Our farming community has been extremely keen to support this project and we believe that by providing options for them to participate in the fencing program, it will give them a sense of ownership of the rail trail.”
“We are pleased to be supporting this major project and we are pleased to say that we are doing it by keeping our promise to the landholders that they would not have to pay for fencing.”
Mitchell Shire CEO David Keenan said fence funding for Mitchell residents along the rail trail corridor had not changed.
“The funding of $4000/km has been allocated from interest earning in the provision of the total grant,” Mr Keenan said.
“The $4000/km was based on the reimbursement for material purchased.
“Mitchell Shire Council sent letters on December 29 last year to all residents along the rail corridor advising of the opportunity to receive reimbursement for the fencing costs.
“Murrindindi Shire Council has decided to fund the total cost - it would appear this is up to a maximum of $11000/km.”
Mansfield, Mitchell and Murrindindi Shire Councils have received $13 million funding from the Federal Government and $1million funding from the State Government to complete trail construction by December 2011.
The rail trail committee celebrated the opening of the Maindample to Bonnie Doon section of the trail on February 26.
