THE MEMBER for the Federal electorate of McEwen, Fran Bailey, has hit out at the Victorian Bushfire Reconstruction and Recovery Authority (VBRRA) labelling it ‘frustratingly inadequate’ and calling for an independent board to take its place.
Ms Bailey said efforts to rebuild fire-affected communities are being hampered by government bureaucracy imposed by the VBRRA.
"A year on from that fateful February day, Kinglake is still without a petrol station and Marysville waits for a new school and the return of basic infrastructure to regenerate the local economy," she said.
Ms Bailey called for an independent board to be established which was free from government and included local residents as board members.
"Our communities desperately need a new board, independent of government, comprising local people with the skills to drive their community’s recovery and reconstruction in the direction and manner their communities want for their future," Ms Bailey said.
Ms Bailey said a new board would benefit those living in fire-affected communities.
"Only such a board, independent of government, has the ability to ensure funding is delivered and targeted to community needs," she said.
But State Member for Seymour and Parliamentary Secretary for Bushfire Recovery Ben Hardman said the VBRRA works with local people in each fire-affected area
"VBBRA has people working on the ground in all local communities, working closely with community recovery committees who were selected by their local community,’ he said.
He said communities are consulted before decisions relating to the rebuilding of infrastructure are made and it is for that reason that some projects are delayed.
"VBRRA has local communities at the centre of all decisions that are made," he said.
"Communities take time to agree on what they will build and this sometimes means things take a bit longer," he said.
He said that many buildings that were being reconstructed would be significantly better than those destroyed in the bushfires.
"So far, all the reconstruction projects VBRRA has under way are better than what they are replacing," he said.
"They (the new facilities) are more user friendly, cater for more needs and share resources in order to provide ensure greater flexibility and use by the whole community."
Mr Hardman said the VBRRA continued to involve local community members.
"VBRRA has been excellent in visiting and keeping in touch with local communities," he said.
"They listen to and understand people, helping to set up local recovery committees and working with local people on this huge, long term recovery and rebuilding process."
