TAXED Out, the group opposed to the Victorian Government’s proposed Growth Areas Infrastructure Contribution (GAIC) tax has begun taking their message to a wider audience through an advertising campaign.
On Wednesday, a large ad appeared in the Herald Sun, encouraging Victorian residents to voice their opposition to the tax by writing to the premier, John Brumby, and planning minister Justin Madden.
The ad implored readers to “tell them now, that it’s not acceptable!”, and warned that other areas of the state may be affected by the tax in the future.
It also proposed hypothetical scenarios about how everyday people would be financially ruined by the tax, including a young couple on a modest property who could not repay debts if one lost their job, and another of a farmer who’d worked his entire life, only to be faced with almost $4 million debt to the government if he wanted to sell his 100 acres of land.
The GAIC is a tax of up to $95,000 a hectare on land included in Melbourne’s urban growth boundary (UGB), which will be charged retrospectively from December 2 last year.
Taxed Out has stepped up its campaign to raise awareness about and opposition to the proposed contribution, after it was reported in The Age earlier this week that it is expected the new UGB and growth areas tax will go before Parliament in the next week.
Taxed Out chairman Michael Hocking said the Brumby Government has tried to “sugar-coat” the tax with claims that the value of affected residents’ land will increase significantly when their land is included in Melbourne’s UGB, “despite the fact that much of the land will not be developed for 20 years or more”.
Mr Hocking said the government has refused to release for public scrutiny the report at the centre of the value uplift claims. He pointed out that Taxed Out Inc. agrees it is reasonable that some tax is paid but argues it should be paid at the point of development, as that is the point in time at which land is most valuable. The vast majority of people affected by the tax are small property owners on hobby farms and lifestyle properties,” Mr Hocking said.
