TELSTRA have signed the contract to provide the new national telephone-based emergency warning system that will alert Australians in the event of a life-threatening emergency.
Police and Emergency Service Minister Bob Cameron announced last week that Telstra would build and deliver a fixed National Emergency Warning System (NEWS).
"The built system will be completed by the end of October, with comprehensive testing to take place throughout November," he said.
The system will help warn the public in the event of a major emergency, and will add to a range of measures including television and radio alerts, public address systems, doorknocking, sirens, signage and the Internet.
The release of the Victorian Bushfire Royal Commission’s Interim Report last month highlighted the obvious need for a new warning system and this one will be delivered in time for the next bushfire season.
The reported stated that on February 7 "people were sometimes unable to access the information they needed to respond to the warnings they had received.
"In other cases, it was clear that in the absence of timely warnings, the public turned to other sources of information for assistance.
"This placed pressure on the agencies providing that information, and was a source of great frustration and stress for those seeking, but unable to obtain, information and advice.
"Victoria’s information and warning systems operated under great stress on 7 February. The system broke down in a number of respects."
Under the new system, emergency-warning alerts will be sent by recorded voice and text to landline and mobile phones based on an owner’s billing address, regardless of their provider.
The system will be developed to ensure it can appropriately address network congestion issues.
Evidence at the Royal Commission showed that members of the community often sought more than one source for bushfire information and updates. The telephone-based emergency warning system will ensure the widest possible audience is reached.
"This system will provide emergency service authorities with another way to warn communities in the event of an emergency and in Victoria will complement the actions out Government is taking to better protect Victorians from bushfires," Mr Cameron said.
"Experts predict this fire season could be potentially worse than the season we’ve just experienced and Victoria led the delivery of the new national based system because we wanted a system in place for this fire season that could alert communities in the event of a life-threatening emergency."
Soon after Black Saturday, on February 23, the Commonwealth Government announced $11.3 million to contribute to the development of the warning system.
The tender was released on March 20 and on April 30 it was announced that the Council of Australian Governments had agreed to develop a national telephone emergency warning system.
The Prime Minister and Attorney-General also announced the Commonwealth investment of up to $15 million to assist the states and territories in establishing the national system.
Opposition police spokesman Andrew McIntosh applauded the announcement but said it was a pity it had taken five years since the emergency services commissioner recommended such a system be implemented.
