THE State Government’s plan to develop the E6 as a freeway has been rejected by Whittlesea Council.
Last week all Councillors voted unanimously to make a submission in response to the Government’s recent announcements titled Delivering Melbourne’s Newest Sustainable Communities made last month.
The announcements relate to previous documents released by the Government, including Melbourne @ 5 Million and the Victorian Transport Plan.
These include the extension of the Urban Growth Boundary, the Outer-metropolitan Ring Road and the E6.
Speaking at the meeting, Cr John Fry said that the heading of the new announcements is very different from the plans.
He said that if the plans do not include a commitment to necessary physical and social infrastructure, including a rail line to Epping North, they are "not about delivering sustainable communities."
He said the plans do not deal with necessary road infrastructure, and that the community does not need another freeway, with the Craigieburn bypass already in place.
All Councillors agreed that the E6 should be developed not as a freeway, but as a limited-access four-lane arterial road connecting the Western Ring Road and Bridge Inn Road, as currently planned.
"Council needs a clear decision that this will not be a freeway," Cr Fry said.
Cr Sam Alessi noted that while the Government’s previous plan, Melbourne 2030, sought to constrain outward growth, M@5 would increase growth in outer regions to 47 per cent.
He said that further expansion and an "unsustainable sprawl" was not required now and that the backlog in already-existing growth areas had to be addressed.
Cr Alessi added that the new plans would put back public transport and increase social dislocation.
He also said that the State Government should look at the submission made by the Interface Councils now, and not as an afterthought.
The E6, as a freeway, would be the "great wall of Epping, Thomastown and Mill Park", Cr Alessi said, with 430 properties along its path that would be affected.
Residents would have a six-lane freeway at their back doors, he said.
"[This] does nothing for our community or other communities."
Cr Pam McLeod said that her street would back on to the path of the E6.
She also said that people within the current UGB need a "whole lot more than the South Morang extension" and congratulated residents’ groups for getting organised with their responses very quickly.
Cr Kris Pavlidis also voiced her concerns, saying that while Council considered the Government’s plans seriously, it was looking out for not just new but existing communities and their wellbeing.
She said that while physical infrastructure like roads and public transport were important, "social infrastructure that a community expects and deserves", including schools and libraries, also had to be in place for new communities.
Cr Frank Merlino described the plan for the Outer metropolitan Ring Road as "over the top" and unnecessary.
He also said that the Government had to look at extending Edgars Road north of Cooper Street in Epping, and extending the rail line from Lalor to Epping Plaza and further on to Epping North.
The Mayor, Cr Mary Lalios, agreed with the Councillors and said that she hoped the Government would listen to Council and the rest of the community.
