LOCAL MP Donna Petrovich has urged Agriculture Minister Joe Helper to delay aerial spraying of a 1000-acre pine plantation at Kilmore East because of health concerns.
Ms Petrovich said she has been advised that a Department of Primary Industries officer told one constituent to move his cattle and that the vegetation, trees and garden would "turn yellow but should come good in about a year".
When asked for comment the owners of the plantation, Midway Plantations Pty Ltd, said the company does not speak to the media.
Midway's plantations at Kilmore East were hit hard by the Black Saturday fire just over a year ago.
Ms Petrovich raised the aerial spraying issue in State Parliament last week.
She voiced concern that a permit has been issued only because a 1986 planning permit (issued by the then Kilmore Shire Council) does not disallow aerial spraying and is without any requirement to refer to other authorities.
"There is an existing permit dating back to 1986. This area has changed significantly since then and I am sure that the environmental considerations have changed substantially in the last 24 years," Ms Petrovich said.
She pointed out that the permit, dated February 26, 1986 (number 3205) issued within the Shire of Kilmore Planning Scheme notes that "no nuisance or annoyance from the use hereby permitted shall be caused by dust, smell, emission of noise, or any other conditions resulting from the activities carried out on the subject land. Such activities shall not cause injury to or prejudicially affect the amenity of the locality."
"Surely aerial spraying falls within the realms of nuisance or annoyance from any other conditions resulting from the activities carried out on the subject land? Mechanical spraying on the ground would reduce this risk," the MP said.
Ms Petrovich also voiced concern that neighbouring property owners have not been notified of the intended spraying and that there is no requirement to do so.
"My constituents want to know whether the government will allow this spraying to proceed with apparently no regard for the health and welfare of those surrounding.
"It is my belief that the risk to public safety is far too high without adequate proof of minimal risk to the neighbours of the plantation.
"My concern is for my constituents, their animals and our water supply," Ms Petrovich said.
